Can you cycle from Kobe to Awajima, then on to Tokushima.
You can pass by a ferry from Akashi Port (Kobe side) to Iwaya Port (Awaji-shima). adult: 450 yen, bicycle: 200 yen.

There is not a route from Awaji-shima to Tokushima.
There are some possibility to carry by express bus, if you are "cannot speak Japanese" foreigner.
I think that the bicycle road is necessary for Great Naruto Bridge and Great Akashi Bridge.
Arigato, did not know that the road was an expressway(toll road) Would be a nice ride to Tokushima.

If you go to the Shikoku-island(Tokushima) by bicycle, you can run splendid "Shimanami-Kaido" bridges.
A bicycle road was added to an expressway(toll road) here.
